Ok,
So I cleaned and looked inside the die. It still looks fine. I have researched the fact that all I need is the .303 British decapping pin and it should be good to go. Can anyone confirm this?
Also, I was given 5 rounds of 7.7 Jap a while ago from a gun friend. They shot ok but these 5 shells are the ones giving me problems. I also bought a bag of 50 deprimed 7.7 Jap brass. These seem to function fine in the resizing die.
Could these 5 recently fired brass be the problem? Could they have expanded beyond the point of no return? Or could the head spacing on my good condition Arisaka mod 99 be the problem?

yes, the 7.7 arisaka uses the same bullets as the 303 brit- 311-312- as far as the rounds go, remember, your're NECK SIZING only, and those fired in another rifle will not necessarily fit- and his headspace may be at fault too- you have NO IDEA what condition his rifle in in, internally-
