Depends on your criteria. NEF makes EXTEMELY low cost shotguns and rifles in "youth" versions. They're rock solid, made for small folks, and pretty much ambidexterous. You'd never have to say you're proud of it, but you'd never have to worry if it was mistreated, either.
If this is intended for a small, left-handed adult (who could care for and appreciate finer craftsmanship), have a look at a custom fit ordered from Caesar Guerini or Beretta.
