What's the legal limit for a semi auto shotgun? 18.5 inches?

I believe,
18.5" is min. for non-restricted semi auto.
If it's a factory made barrel shorter then 18.5" it's restricted.
If it's home made less than 18.5" it's illegal.

But I saw a nice old Savage 755A that had a short barrel on it - just wondered if it would be restricted or what.
