Legal to rope a deer if you have a deer hunting licence?

I have a brother with a small farm. He had a good fencer on the wire around the cow pasture, he was sure it was off until he tried to step over the fence.
Brutal, I can only imagine how that must have felt. We have a fúck off electric fence controller, it will power a 1/4 section (160 acres) iirc. I got zapped by it once, it hit me through my hooded sweatshirt and a long sleeve. Wasn’t fun let me tell you, that was on my arm and not my balls…

Well, back in my younger days, while working on a chevy, I pulled one plug wire off while the engine was running. I was sure the insulation was good because they were new wires, apparently new wires aren't immune to leaking and I'll tell you, it got my attention when I was leaning on that fender. The boy parts to a nasty hit that day!
 
I’ve had the opportunity to attempt to rope deer. Big deer. But thought better of it. I knew someone who roped a bull elk, he has now passed away, but that bull killed his horse. I have other stories, but will refrain. Lol.
