Legit Check on Transfer Approval

Hi,
I bought a handgun from a user on #######. I haven't paid in full yet. It was my last purchase, but I've already received an e-mail with the Transfer Notification attached with registration certificate number, the gun in question and its serial number. It's my first approval.
"This is to inform you that your application to register the following firearm(s) has been processed. You may take possession of them now. Your new registration certificate(s) will be sent to you in a separate envelope.If you applied to register other firearms than those listed below, you will be informed of the decision with respect to those firearms through a separate notice."
It was sent from an @cfp-pcaf.ca e-mail address, supposedly from Alberta CFO. But the thing is that I am from Quebec, and that normally, the CFO approving the transfers is the Provincial Police (Sûreté du Québec), so I am not sure if it's 100% legit.
I've already asked on the French Forum, but the answer isn't 100% clear, I haven't asked Quebec CFO yet because I don't want to run into trouble or get Alberta CFO into trouble because I don't really know how all of this works, if they were allowed to approve a Quebec resident's transfer. Am I really allowed to take possession of it? I know Quebec are still really backtracked on transfers, and they still haven't called my references yet. Some help please, Thank you.

*note: It was I who initiated the transfer. I called the CFP, and I connected the seller to the phone line once I got through to initiate the transfer.
 
I would call the CFC and confirm the approval status if you are worried about sending the balance of the funds. The fact that you received an email is a solid indication that its legit approved,
 
The best course of action would be to call you QUE CFO and provide the ref# and ask if the transfer has been approved. If it has then ask them to send you the Transfer Notification via email.

I wouldn't be too worried about this, but certainly worth calling to confirm for your own piece of mind.

For what it's worth, an oddity of the current transfer situation is that CFOs from the seller's province are sometimes approving transfers to the (different) buyer's province. I don't know if this is done as part of their standard process, or due to a specific inquiry from the seller. I have first hand experience being a seller of a handgun in BC to a buyer in ON. As you may be aware, Ontario is many months backlogged. The transfer of my handgun was initiated at the end of September, and when I called the BC CFO a few days later to check in on the status of some of my own purchases, the agent approved my BC transfers *and* the Ontario transfer. Both I and the buyer received the TN confirmation email as addressed from the BC CFO.

The transfer was legitimate and the Ontario buyer received his handgun within 10 days of purchase.

It helps a lot though to know that's actually a possible scenario because this is what I suppose happened. I e-mailed Qc CFO but all she could tell me was that they didn't send me the e-mail (I already knew that...that answer my question lol) so I will call 1-800-731-4000 tomorrow.

as for the RCMP Individual Services website, it doesn't show anything registered to my name. Am I supposed to manually register it for it to show? Because that's what the website suggests.

Were you to have checked the IWS before receiving the transfer approval notice, you would have had the registered firearm show up in your listing. Now that the transfer is approved, it would show up in the buyer's IWS listing and not yours. The manual registration is not needed in this case.

I did not checked before receiving the transfer approval noticed. I didn't know that was a thing. I'm also not sure if I'm naviguating the IWS correctly. I don't see any sort of list. If I click Register Firearms or Check Status of my Application, nothing shows up even if I have other transfers waiting for approval.
 
The RCMP's web site does not show which restricted firearms are registered to you. If it does offer that feature, it's very well hidden.

All I could find is the list of previously issued ATTs and the licenses verification for non-restricted firearms transactions.

Mind you the site is very poorly designed, so that information could exist, just not instinctively accessible

If you go through the process of applying for a new ATT it will ask which guns you want to add to it and it will have a list of everything registered to you. Then cancel the request before you finish it.

Good. That confirms your transfer has been completed.

I used this system to see if an outgoing transfer has finally been completed and it’s still on my listing so not done yet. It’s good to be able to see what they have listed for us.
