Yes, IF the barrel is one you have shortened.
If the barrel is a shorter replaceemnt one, the 26" overall length is the operative measurement.
 
Manual action centerfires can have any length of manufactured barrel as long as it is over 26" OAL. You can cut the existing barrel to 18" before it becomes a prohib.

Shotguns (NOT semi auto's) need to be 26in overall length in the shortest configuration they are capable. This is irregardless of barrel length.
This means a folder stock gun will be assessed when folded.
The barrel can be any length as long as it was manufactured that way. It cannot have been cut down regardless of who does it.
You can cut down a shotgun barrel to as little as 18in.
Non semi auto's also have no magazine cap limit where semi auto's are limited to 5rds.

If you're loooking for the shortest shotgun allowable you can either have a pistolgripped gun with a decent length barrel or a regular stock with a very short barrel...take your pick.
As long as the OAL is more than 26in and the barrel was manufactured in the length it appears in or is greater than 18in yer good to go.
