Leopold VXR tracking problem.

The scope is a VX-R 3-9x40. The capped elevation turret was replaced by Leopold screw on dial. I've decided to stretch it's legs, so I put it on my 223 Rem, and took it out to 550 yards. The rifle could not hit the 12" steel gong. the rifle shoots 0.5 moa, and there was no cross wind. so the problem must be the scope or the ballistic data.
I preformed a vertical tracking test on the scope, the target was leveled with a drop weight and set at 50 yards. With 12 moa dialed, the scope was shooting 6" higher and 1" right. I leveled the gun by aligning the reticle with the target. To confirm the result, I dialed 1moa increment at a time, all the way up to 12moa, and there is a clear pattern the scope drifts more to the right with more elevation dialed. Does this mean, the scope doesn't track, or was it human error???
 
Is the bore line of the rifle vertically in line with the scope?
You may have the scope leveled to the target ,but if the center of the bore is not in line with the scope,you will have tracking issues when you crank in elevation changes.
 
Thank flyr. I think the scope is not leveled with the rifle. I used the $30 Wheeler level, it might be the reason why the scope is drifting sideways.
