Last night I put a std one piece base on my SPS varmint but when I tried to open the action it wouldn't move. It seems that screw was going far enough to clap down on the bolt lug and the first screw was tight but not clamping the base. Should I get some little washers from CT or grind a bit off the screws?

Also the front turn in ring isn't that tight, and I was thinking of putting some Loctite on it. Anything better?

One screw should be longer than the others, it should go in the rear hole. Remington had a problem a short while back with screw holes not being drilled deep enough in the front of the reciever. I would take back to where I got it from and have them check it out.
 
I just went and looked at two bases I have extra. The screw for the rear base is about 5/16" and the front screws are 1/4" . Not a big difference but enough to make a difference. Was this a new base that you bought or used? Someone may have put the wrong screws in the package, if you can, take it back from where you purchased it along with the rifle and try another base.
 
If your front turn in dovetail ring is loose...then loctite won't help as its a manufacturing dimension issue (return it where you got if from). This fit should be tight with no movement. Remington changed dimensions on their newer 700's a year or so ago and there is often a problem with the height of the rear of the receiver where the base is attached. Most 700's now require a shim (or two) between the bottom of the base and the top of the receiver. To determine if you have a problem take a one piece base and hold it with your hand an the front position and see if there is a gap between the rear of the base and the receiver. You can also put the screws in the front first and then push down the rear and see if there is any flex before it hits the rear receiver. If it does then you need a shim. If a screw is too long and the other screws are correct then just file or grind it down (do not use a washer as this will cause issues with scope alignment. Phil.
