Is the leupold ring hight measured the same way as the millett ones? see example:
Leupold ring measurement: http://www2.leupold.com/resources/MyInfo81/Answerbook/findanswers.aspx
Millett ring maesurment: http://www.millettsights.com/2006/images/2006/8_MILLETT_CAT.PDF
I did search for the answers, but can't quite visualize it. Are the leupold rings measured from the top of the scope rail to the center line of the scope tube? Or measured from the top of the rail to the edge of the scope tube? (like the Millett example.)
Is the measurment not standard on all brands?

The answers I found when I searched confused me:

What size of scope are you planning to mount? What type of base (or bases) are you planning to use?
The answers to these questions will help us give you an answer.

Falcon menace
30 mm tube
56 mm lense
Leupold PRW rings or mark 4 tactical rings
picatinny/1913 rail

For mounting on an SL8 or flat top AR.

top of rail to edge of tube: about 16.5mm/0.64 inches
top of rail to center line of tube: about 31.5 mm/1.24 inches = mark 4 tactical ring, super high?

basically need to know where they measure from?

For a 56 mm lens you will need either a high or super high ring.
The Leupold site says they measure from the top of the scope rail to the centre of the tube.
