Leupold STD Base help

Im trying to mount a new scope on my marlin 336, picked up the leupold std base a few weeks ago, time to mount.

The mount came with two short screws and one long screw, seems like its supposed to have two long screws and one short, or are the windage screws supposed to be on the muzzle end?

Any tips would be appreciated

NVM, either way seems like the mount came with the wrong screws, if I look up the model on google, every pack seems to have two long screws and one short screw....
