What do I have to do and who do I have to do it to to get this upper for my AR?

Talk to Questar! Eric at Lakeside is a decent person to talk with. The upper is currently a title one firearm in the States. I don't know if that will force it to be registered as a firearm in Canada as it can not discharge a round without the lower.
