I can barely tell what I'm looking at but it looks like a mark on top of a replacement part or a replacement finish, probably a maker's mark from the manufacturer. It's not original to the rifle.

Its Russian Goods standard mark from exporter. Totally civilian thing made for export. Look under the gas tube on the barrel, should be more markings.

Is this one of the Molot export SKS I've read about? I've never seen them for sale in Vancouver, just Ukraine exports. Who was the importer / dealer?
 
I have no idea who is the importer of these rifles.
All Russian exported firearms require to be civilian, no military stuff allowed. That's why they mark them as they see fit. Resent 91/30 sniper export has billboard markings as bad as the ones in the states, where they mark them on entry to the US while Russian firearms are on exit from Russia.
Whether its Molot or other enterprise within Russia makes its markings on surplus firearms really doesn't matter, as long as its marked as hunting carbine and has caliber of the cartridge its suppose to fire then its no longer military firearm in there and can be sold to civilians or exported abroad where allowed. They have PPSH41 with selector welded for sale as sporting carbine, AK, SVT even 1910 Maxim LOL.
We don't see this on Toks yet, because handguns are prohib in Russia, thus no need to mark them. I'm not sure if they make a special run for export then they mark them as sporting pistols like what they did with Bailcal maks. However those were newly manufactured units as I remember.
