Long or short scope... what's the difference?

I am looking at putting a scope on my .22. I really don't know what to expect when shopping for a scope... I see some long scopes 3-9 X 40 and sometimes I see short scopes with same magnification and aperture. (Not referring to the red dot scopes) What is the difference in these scopes? Am I losing quality with either choice?
 
I have both long and short scopes, and to my eye, there's no difference in the quality. The biggest differences are in the mounting length and getting the proper position for eye relief. On a 22, the first should not be an issue (compared to a long action center fire rifle.) Scope mounting system (dovetails vs. bases vs. rail) plays a big part on the front and back positioning for your personal "cheek weld" and eye relief adjustment. Don't forget that both the objective and the ocular diameters affect proper positioning (both height and front-to-back) of the scope.
