I want a long range rifle (500 yds+) it's gonna be 308..
Bolt action, I sorta like stainless but that's esthetics

I already have Winchester 70 HB in 243 that is a tack driver.. But it doesn't have the umpf I want.. I started shooting in the military when the FN was the standard issue and I carried the C2!

I've been reading and reading and I still don't know what to even look at... Savage 10FPLE2P (the McMillan stock) , T3 Tactical or Win 70... Everyone has their opinion... Mind you I just saw a picture of Slavex's TRG-22 and I like that.. Oh yeah (Note to myself) I will need a cheek piece preferably adjustable..

Basically I like the HB and I don't really want to buy something and then have to rip it apart to have a decent shooter...
I'll expect to add a scope, mount and/or rings.. I don't even know where to go with that.. A bipod and maybe have somebody smooth the trigger and add a muzzle brake. It would be sorta nice to have somebody build it for me but part of me says I should probably have a hand in the whole mess.. I've had 5 handguns built for me in the past...

Why not just rebarrel the Win you already have?

The best bangs for the dollar in a HB 308 are the Savage rifles. As to custom, the skies the limit as to bling vs function.

Set out your priorities and goals/budget and work back to the rifle. You need to be sure of what you want from this rifle. How do you plan to use it? Bench or field? handload or factory ammo? repeater or single shot? Competition or just for fun/show and tell?

The rifle part is easy. There is no shortage of examples all over this board from the affordable to mega dollars.

I've decided what I'm going to do....

In January Marstar will be having some kind of a package deal on the M305/M14S and I'll get one of those then... I'll play with is and get up to speed on the Long Range stuff

Then when I feel a little more comfortable maybe a year.. I'll buy a TRG42 in 338 Lapua.. I can't believe the ballistics of that round... Now that's a smoking round... at 500 Yards the bullet is still traveling ~2000 FPS (that's muzzle velocity on some guns) and has only dropped 40-48 inches....

"...can't believe the ballistics..." You should look into the cost of ammo and brass. Cheap it ain't. Midway in the States wants $66.99 per 20, 250 grain Sierra MatchKing ammo.
For 500 plus yards, you should look into a heavy barreled and target stocked .300 magnum with a good trigger. The .308 loses its umph past 600 yards. Kind of depends on what kind of shooting you plan on doing though.

Bear the M-14/305 are a fun rifle to play with and probably the closest we will get to a legal C1, I miss that rifle also. The M-14 is a 1-2" rifle at 100 yrd's, not realy what we catagorize as precision, but everyone has thier own goals. If you want to start off on an economical precision rifle to get into the groove I personaly would look at the Savage or the Remington police. The remington would be better if you want to tune it up, or customize it after. The savage's are the best out of the box for price and accuracy. If you want to hit 1000+ economically and still have knock down power I would suggest the .300 win mag. If ya got buck's go .338 or the ultimate .50, Just an opinion.

Right now I have access to a 400 Yard Range .. So Short term 400 Yards accuratley is my target.. I haven't shot on anything longer then 100 Yards for almost 20 years (god, I'll be 40 tomorrow and I'm feeling old today!)

I'm going to work up to it... As for the 338 I figure it may come down in price over the next 2 years... Right now I just want to get a comfortable shooter in the larger caliber (I've been shooting pistols far too long)
