It can be either/or.
You can make your own, and I think Tandy might have a kit for this purpose.
Alternatively, there might be a leather worker or craftsman who could make you something. You could search of fb or Kijiji or somewhere.
Option three would be going to a gunshow, or outdoor oriented event and getting lucky with someone who has one for sale
