I was told this was a training rifle for US military cadets...anyone seen one before? Part of a band says "police" on it.

Boys rifles

These were toy rifles, made for Boys. Some had a bolt that opened, and some had spring loaded plungers. They were made to resemble a rough copy of the Springfield.

As far as for Military Cadets, I think that might be a bit of a fancy, and not very likely, unless the Cadets were about 8 or 9 years old.

If someone ever needed an example of a drill rifle, that is it. Were they using the trigger guard to hammer something in only to realize it was a poor substitute for a real hammer ?
 
"...training rifle for US military cadets..." Nope. Toy rifle that has been, um, bubba'd.
"...proudly emblazoned with "Police"..." I think that was the manufacturer. Those suspenders were still being issued when my brother joined the Militia in the early 70's.
