Looking for a gunsmith that can make .22lr barrels for a handgun

As my last handgun purchase before the freeze, I bought a Vostok Margolin pistol on auction. Not mentioned in the description were the countless nicks in the barrel and damage to the rifling. It honestly looked like someone pushed through a steel bar through the barrel. Unsurprisingly, after carefully removing all the nicks, the bullets tumble like crazy even at 10ft. Looking to change the barrel. Wondering if anyone has one for sale or perhaps a gunsmith could make one. If anyone can point me towards a reliable gunsmith that can work on my handgun, I would be grateful.

Rather than making a replacement barrel (assuming a factory barrel cannot be located) the easiest and most cost effective solution would be to line the original barrel.
 
^ I would also suggest to look into the .22 liner. I was able to get a 16" piece for a good deal recently.
