The SSS lugs are the best for a Savage, the "pin" is a screw that fits the action well so it is centered. However, pretty much any rem 700 lug will work, you just need to align it.

I have try to order from brownells from the pass, but they got more sticky recently.
I have made several different style, this one just got out of the bluing bath today.

If I got picture or spect, there is no problem, the other way is to have the little adaptor that mount under the action, it guy the recoil lug up right, so it doesn't can to one side.
I am in the process of finding out which is the fastest way to produce these recoil lug, to bring down the price, as of now it take quite abit of time to machine it, but I am sure there is other way that are faster.

Is this what you mean by screw or key?

I made an alignment jig for a friend. Pretty straightforeward job. Without the indexing stud on the recoil lug, an alignment jig would be necessary. Installing a screw as shown in GunBoy's photo makes a jig unnecessary.
No reason that a lug couldn't be made. Use a piece of ground plate to guarantee that the faces would be parallel. Drill and bore the hole to a nice fit on the barrel. For a one-off, the lug could be shaped by cutting to a scribed line. Easy enough to lay out. Just allow a bit of draft so the lug will release from bedding.

I think is starting to make you own stuff would be great, the last time I was in Calgary talking to Spartan Guy whom made the recoil lug, and I think the price was around $75 a piece.

Let's see.....
Lay out the pattern on the steel. Rough it out with a hacksaw. Punch for centre, set up in 4-jaw on lathe, drill and bore. Use a belt sander to refine profile to final shape. Drill and tap for the lug screw. Blast for a clean matte finish. Shouldn't take an hour.
I would use ground finish O-1 steel, I think.
Probably best to make up a small batch. Would $50 ppd. be reasonable?

Well, my mill is manual, no CNC controlled mill or plasma cutter. A strip of steel could have a number of these laid out like sardines. Drill the pilot holes with the drill press, to be bored on the lathe. I do have a power hacksaw, so the blanks could be separated easily enough. The edges would require relatively little finshing.
