Like the title says I'm looking for a 20ga single shot or SxS for grouse mainly. There are a few single shots in the Equipment Exchange ranging from $165-220 or so: Cooey, CBC, CIL. I could buy a H&R Pardner single shot new from Cabela's for $209.99 and I can pick it up so no charge for shipping. Assuming the used ones are in good condition with no issues what would be the better buy?

None of the cheap break/hinge action shotguns are considerably better or worse than the H&R pardner, they're all basically the same.

I hunt grouse with a 20ga H&R pardner that I bought new. If I could go back in time I'd do it the same way.

I'll second the H&R Pardner, hard to beat it for an inexpensive and reliable single-shot. The Baikal IJ-18E is hard to beat if you are looking for a hammerless single-shot.

I would go with the new shotgun as well.....if you buy on EE , you will have to pay shipping........and it is hard to know what you would end up getting ; sounds like a new or used single shot will end up being the same price in the end......

New H &R is a good reliable shotgun but I don't like the 26 inch barrel on the new 20 gauge - would prefer 28 inch just for proportion sake.
I would choose new over used in this case since most used ones on EE are overpriced IMHO.

Just to toss around an idea, get an old Wingmaster with the 22 vent rib barrel with chokes in 12ga 2/34. Multi purpose and well made and there are some with awesome stocks with great blueing. I know, not a 20ga, but you won't find much difference between the 20g 3" and the 12ga 2/34". On the plus side you might actually find the old Remington with a straight stock upland gun. Now your good for grouse - bear.
