Any gunsmith can cut you what you want from a blank or many mfr's can build to suit. Jury, IBI etc are Canadian and can accomadate you, or you can contact businesses like Mystic Precision, Hirsch Precision, Insite Arms etc to order a US made blank or possibly prefit depending on your needs/wants.

The boys at Alberta Tactical just did up a couple of 10 or 11 inch 300 Blackout rifles. I saw them last time I was in, sweet rigs!

I'm genuinely curious as to what the benefit of 300 Blackout is over .308 in a bolt gun (with no access to suppressors)? Not trying to be a ####, just curious as to your rationale?
