I think you are going to be restricted to the 'new and improved' formulation put out by Brownell's. Hope you are going past Montezuma as they won't ship it to Canada. I have a half-bottle of the original Herter's product, but no doubt it is 30 years past its 'best-before' date. ;}
Cold bluing is put out by Birchwood-Casey and Outers. Both can be had in any gun shop. Neither are meant to blue whole firearms though.
Belgian blue is hot bluing. Requires equipment and, especially, a room with no ferrous metals you don't want to rust. Involves some nasty chemicals too. Good prep work(polishing) is essential for a good result.

They carry a number of blueing products. I've used the Radocy express blue, which is a boil-and-card process similar to rust blueing but faster.
Also, last year Brownells was willing to ship Laurel Mountain's rust browning/blue formula to Canada -- that was the only one I could find that Brownells would ship.
Andrew, be aware that there are a LOT of things and especially liquid chemicals that Brownell's will NOT ship to Canada. All of the hot, cold, and "hot-water" blue chemicals fall into that category. Means a trip south of the border to get them, unless you can find a company that handles them, but then the market for these compounds is minimal up here and every company that I have asked, has just laughed.
