looking for benchrest PRS gunsmith recommendations, and....how about my build idea?

For what you are looking for, as others have said look no further than Insite Arms.
 
To answer your questions I hung my rifles from the old fish scale and came up with north of 13lbs for my so called light weight PRS rifle. I hadn’t even weighed it, I just knew I didn’t want to hike with it! So the one I put together to carry is a Kimber mountain accent chambered in 284win and it wears a Vx6hd 3-18x44 and comes in right at around 7lbs which is a dream to carry. If I can ever find a spot to sit and hunt I would love to bring the insite rifle. I still shoot paper with it at least.
 
Build a precision rifle (quite heavy and over scoped) or build a hunting rifle (much lighter and more reasonably scoped) ... two different animals that can share the cartridge choice... but it would be painful to do much hunting with the heavier rifle.
 
I know it sounds like a broken record on this thread, but just can not recommend Insite Arms for this exact type of build strongly enough.
I’ve had Harley do up 4-5 different builds plus have had him spin me up more barrels then probably anyone else, and his work is beyond compare.
Harley also will be able to point you in the right direction, as far as loads and starting points for your particular barrel too, if you are a hand loader.
