Even with modest mechanical skills, a person can easily swap out springs and modify the Vaquero cylinder to free spin, themself. Spring kits are available, through Wolff Springs. As a matter of interest: A 14 lb. main spring, combined with 30 oz. trigger return spring, is a very popular combination for the Vaquero. Cycling the action is very smooth, with reliable primer ignition. Trigger pull will run on or very close, to 2 lb. This combination should provide a useful baseline for you, when fine tuning the revolvers to your preference.
Your Vaqueros should already come with a free spin pawl installed, from the factory.
It's the cylinder indexing detent (plunger) that needs to be removed, before the cylinder can spin freely in either direction. All you need to modify the cylinder to free spin, is a 1/16" Allen wrench. Takes a couple of minutes, only. There are you tube videos that explain each process. Something to consider, which will save you some money.
Bisley hammers (From the factory) are a bit more difficult. Requiring some modification either to the hammer(preferred), or hammer slot in the grip frame. So, many gunsmiths are leery of taking on the job. Super Blackhawk hammers on the other hand, are an easy drop-in fit, in most cases. Another modification you can also easily perform, yourself.
I do understand your need for the lower profile Bisley hammer, though. Merely a suggestion for information purposes, only.
Another option you might consider, is to cut/reweld/reshape the Super Blackhawk hammers(hammer spurs) to provide the lower hammer profile you need. Peter(Rusty), can advise whether this is feasible.

ps: Additional info: Forgot to mention: Power Custom...(Now: Grandmasters llc), in the US. Randall Power(very nice gentleman) is a Grand Master gunsmith who fabricates a lot of parts for Ruger revolvers. Hammer/spring/trigger kits are listed on the website, which may work for you. Brownells retails Power Custom parts so, you may be able to order the parts through them. You may either install the kit yourself. Or, send your revolvers and the parts to Peter(Rusty Wood), for installation. May be worth contacting Power Custom, if that option might work for you.
