Hello,
I've never owned an airgun in my life, and admit I know nothing about them. I'm a big brother(charity) and have been taking my little brother out to the range. He loves it. He's nine years old, and surprisingly bright, intelligent and responsible. His mother said he could get an airgun and practice at home, when he's not on the range with me. They live out in the country, and last I heard he's setting up a little mini range for himself. My question is, what would be a good airgun for him? What would be a good calibre? What actions are best? From my limited understanding, their are break action barrels and CO2. Since he has no PAL, the fps is going to need to be <499. I'm thinking a rifle instead of a pistol, since he's shown an interest in hunting with me when he's old enough. Figure a rifle will also teach him good shooting techniques. What scope would you recommend? I'm looking for two, one for a scope and one for iron sights. Thank you for your time and consideration. Know that your advice will help to make a young and deserving kid very happy.
 
If you can afford a few buck more than the regular break-barrel, you should consider a IZH-61. D&L has them in stock usually. It's a very light 5 shot springer, with a stock that can easily be adusted for size. It's very accurate, has a great trigger, and is actually a lot of fun to shoot, even for an adult. It's a target gun, however, not a hunting gun. It shoots a regular .177 pellet so it's cheap to feed and supply is not an issue. You can mount a 4X32 Centre-Point scope on it to make it easier for a 9 year old to shoot.

A cheaper option is the Crossman Phantom you can get almost anywhere. It's a heavier gun however, with a heavier (but decent) trigger, and it has only one shot.

There are youth springers. Springers require a steeper learning curve to shoot properly compared to pumps and CO2. But it ain't that much. For a kid, I'd give him a springer or pump. No money to afford CO2 :p

Gamo Recon comes to mind if you want one purely for the scope. airgunsource.ca is selling Out the Box ones for $89.99. Out the box meaning they lost the box some time ago since they were display models. You can't go wrong with a Phantom/Quest. Cheap, come in both common calibres (.17 is more readily available than .22) and sufficiently effective. Lot of support because it's so common.

PS: single shot teaches them to make each shot count. Did for me.
