Looking to learn how to reload

Absolutely no knowledge of reloading but want to start.

I've been studying YT videos purchased the Hornady reloading book and want to take advantage on any upcoming sales.
Which budget kit would be the recommended option?
My end goal is to learn more about ballistics, develop loads specific to my rifles and mostly get through winter.
The main calibers I want to begin with is 223 and 308 and progress from there.

In addition to a reloading manual like your Hornady, I found Top Grade Ammo by Glen Zedlicker a great resource. It is done in a far more conversational and approachable style than the big company manuals, and is more akin to talking to a mentor than reading a book. The Hornady guide will have a specific way of doing things while Zedlicker will tell you his preferred way while talking about other methods too. He had good advice on equipment as well that helped me avoid wasting money.

In effect, he leads you down the right rabbit holes and I feel like it saved me a lot of time and effort!

On finding experienced reloaders to ask questions of and get help, it seems like this is the favourite topic on the firing line of a lot of longer range clubs.

Is there a local Fish and Game club or a range in your area. Join or hang around and talk with people , inquire about reloading and your desire to learn. My experience is that someone will be willing to help you along.

Buy a few loading manuals and study the load data in each.
Don't be too surprised at the differences in published data, using the same powders and bullet weights. (I err on the side of caution)
Finding a mentor to walk you through the loading process is a good way to start, as is using simple equipment in the beginning, IMHO.
I have walked 4 new shooters through the start of their loading adventures and still load with one of them, since we're both old Pharts and get along well.
