Loose front band on my mosin??

Greetings just got a nice tula mosin
only issue with it is the front band is not completely closed and therefore
loose fore end ,how are these things held together been staring at it forever
anyone know how to fix this

I would double check retainer spring, chances are there is some cosmoline deep inside and it prevents spring from fully extending. At least that was the case with my Mosin.
