Often low pressure loads are achieved by using small quantities of very fast rifle powder or pistol powder in a rifle cartridge, but there is more than one way to skin a cat. I've been shooting heavy cast bullets in my .30/30, and a recipe I fell on by accident was to use Winchester 760. Winchester 760 has a burning rate that is far slower than would normally be chosen for the .30/30, and the result is mild pressure, and recoil. With a 195 gr cast bullet I was loading 30 grs of 760 with a magnum primer, and I don't see why a similar load of 760, wouldn't produce the results you seek, with light jacketed bullets.
