Couldn't part of it be shooting 1x at 100 yards, then 6x at 100 yards with the first group less accurate due to the lower magnification?

No, he's talking POI shift. Group size is not dependent on mag power if you can see the object. Center is center.
I tested this myself on my Tikka last month, as for the last 2 years I thought mag power was the most important thing to have, running 4-12 while hunting 200y and shooting targets at 24x
It's simply not true.
Reliably picking a point of aim at 100m at 1 power can be challenging tho.
