Well, to my mind your best option at this point would be to pull the scope and see how it groups off the irons. In fact, the absolute best option would be to lock it down and see how it groups, sighting aside. But if you can put it on bags and get the groups down to a couple of inches with the irons, I would say you've found your problem.
