M&P 9mm nickel boron barrel?

nickel baron is just a treatment for metal.
so really any place the does metal work should be able to do it for you.
or any gunsmith that does blueing or coating of any kind.

maybe try Arma-Coat in Edmonton?

on their web page they list that they do Nitron Blackening and Hot Black Oxide as well as Parkerizing so id imagine they would be able to tell you exactly what if any differences there is between what they do and what the Nickel Boron would do for ya.
 
I've told myself, "don't post after you've had a few drinks" but...but...I can't resist. Just let this Chris Costa M&P thing go, man! A nickel boron barrel won't buy you anything except a lighter wallet. Enjoy the M&P as it's meant to be enjoyed--as a straight-up, mid-range polymer pistol. Adding a nickel boron barrel (if it's even possible) will not improve appearance, accuracy or reliability (or resale value) to any measurable extent.

Instead, spend the money on better sights, Apex fire control components, extra mags and ammo, maybe a nice holster...things that will materially improve your M&P. I'd even vote for a professional stippling job before a barrel finish.
