Keep trying. Its a really good video, over an hour long for part I alone. Part I is positioning, Part II is sighting and adjustments. Maybe the site is temporarily overloaded or something. I tried it as well and nothing happened. I've downloaded part one, which is over an hour long and am watching it now.

They are excellent videos, I downloaded them free from Demonoid.com , a torrent site about 3 months ago.
