The feed ramp from my M14 does not line up with the gas port in the barrel. The feed ramp is set at the six o'clock position of the connector lock recess but the gas port is slightly off center. I am guessing the barrel was not cut correctly. Is this common with Norinco barrels?

Forget about feed ramp position, it is not an indicator or reference point for barrel indexing. The gas port however, is, and should be at bottom, dead center.
The Criterion barrel I just installed, and many more barrels before it, has the feed ramp "center" slightly rotated to the right, if looking at the chamber end. This is NORMAL and correct. Again, feed ramp position is not part of barrel indexing procedures and I don't get why people keep bringing it up. Take a look at the PDF blueprints, if you can read them, you'll see what I mean ;)

Thanks, I will try to find the blueprints and read up on it :)

Welcome to the club! All Chicom barrels seem to be cut like that. I can't wait to get my hands on a barrel vise to properly index the gas port, which will of course end up rotating the feed ramps even further to the right. Oh well, at least my front sight might finally be straight after that. :)

I have a similar issue with an M305 I just received. The feed ramp "center" is slightly rotated to the right (looking down from receiver), but also the front sight and barrel splines are canted left, and the gas assembly locks tight about 2 o'clock (way off). I would assume that these all indicate the barrel has been overindexed (overtightened), yes? At what point is such a rifle with obvious issues considered suitable for exchange by the dealer ? The rifle is NIB and part of the latest batch arriving in Canada.

don't worry about the feed ramp - gas port is the problem (see 45acpking's post)
talk to your supplier and see if they will fix it otherwise...
gunsmith now..

Kinda reminds me of all the stories I heard about when the Russians were making - well, anything. The Monday morning and Friday afternoon batches were not the most desirable. I visited a local gunshop where there were three M305's on display. Every one of them had canted sights and off centre gas systems. For sale - full price! Buyer beware.
