Or if the op rod is in the track correctly and not loose and everything is greased well chances are you are pulling the op rod to the right a bit and that's causing it...pull straight back and let it go ..don't ride the cocking handle forward when releasing it .
I like green loctite and a new roll pin and of course a BFH for the fine tuning of the quide for alignment to pass the tilt test. You can always take a punch and peen your barrel where the op rod guide sits and then as Barney recommends do the double roll pin trick. One tiny pin in the other. Don't freak out if the op rod and gas piston don't line up perfect. Its not that big of a issue and things will still function fine. Seen some with only 1/2 the op rod touching the piston and no issue. Off course perfect is nicer but not necessary.

It doesn't matter how loose the operating rod guide is, the operating rod handle should never wiggle far enough to disengage the bolt. I have no experience with Norincos or Chinese rifles, so I don't know if this is common for y'alls up North.
If you feel that you must tighten the operating rod guide anyways, here's how I do it. There are other ways and this is not the only way to do it, it's just the way I like to.

Here are examples of operating rod fit with op-rods that have different tab thicknesses in the same receiver/bolt combo. Notice the bolt roller relationship to the handle.
Thanks, I had a feeling that there were specific quirks to Norcs that I would not know. How do Norc bolt rollers/operating rod handles look normally compared to the pics I posted?
The pics I posted were with a 762mmfirearms receiver that came across my work bench.
Ya this is one of the issues we have to deal with,with our cheap Norc's. First time I pulled mine back same thing happened. Thought I was sold a dysfunctional clone. But due to research and help from the gunnutz on this board I learned otherwise.
Generally bolts/rollers on norcs are problem free.
Oprods on the other hand have been hit and miss in the past couple or so years. I've seen some bad ones.

I'd suspect a very marginalized oprod tab in this case. And as has been said possibly bent?
On mine, the guide was the proverbial hair too big and the pin slot was cut to almost twice the depth it should have been. A few minutes with a steel punch and some red locktite made it all good.
The groups tightened up properly after the fix.
