M1C Garand Sniper rifle optics/access advice

I just paid $100 for an original 1952 pad in nearly new condition. If I had a look at the scope I would pay maybe $7-800 if it functioned OK. Older optics are often a crapshoot on functionality. Does it have a rubber eyepiece and sliding sunshade? What are the markings on the adjustment turrets? Originality and condition are important.
 
optics look very good, sliding sunshade is intact but no piece...I see the original ones on ebay for 40 bucks tho.....the markings i'll have to check on that...
 
How'd you get Lend/Lease stuff into the States? I believe that silly law applies to accessories too. Not that I'd bet on it. Just curious. Or are you buying 'em? If so, I think the ITAR rules apply. No exporting scopes without the daft Federal permit.
Anyway, there was an M81 with the mount on Jouster's WTS page, in 2009, listed at $4500US and the guy was asked why so cheap.
