I am about to order a new Norinco M4. I have a number of 4X scopes on hand, so assume one of those will work.

But, from looking at the pictures, it looks like a low mounted scope will look into the back end of the front sight assembly. I solved this on my Colt with a hacksaw. Same solution?
 
Personally, I'm too lazy to use a hacksaw. I think an angle grinder with a cut-off disk should get you started nicely.

Mount it first though, you may not even notice the FSB when you look through the scope.
 
Depends on what rings you use. IIRC the optical centreline of the AR15's IRON sights is 1.4" (not 100% sure) so if your scope is that high or higher it shouldn't be a big deal.

If you want your scope lower than yeah it would be good to cut off the front sight. Chop it down and use some hand files to smooth it out, and if you really want to get fancy use some Cold blue solution (or just paint) to blacken it back up.
 
Wouldn't the cleanest way be to just change out the gas block? Pop a couple pins, change it out to one with a rail... then put a flip up sight on it if you want the back up irons? (Or just a low pro if you want it gone)
