Some US plastics factory. Probably available at your local Remington dealer, however they are a dime a dozen in the EE, usually $50-$100...

Yeah, I wanted to see if they make them to fit a Weatherby Vanguard SA.....

IMO the sps is no better than the vanguard stock...If you want a better stock, put an ad in the EE for a Bell & Carlson to fit a Vanguard.
