Most ranges have a club rule that you can only load a single shot for trap and only two for skeet. This is a common safety policy. Its not a question of pinning your tube to only allow one or two shells but being sure you only load the necessary number of shells.
So as far as I know its not a law, but if you showed up at the clubs I shoot trap at and proceeded to thumb 5 shells into the tube at the start of a round of trap you would be asked to unload at best and asked to leave the property at worst.

Whether it is a club rule or not, as a matter of safety and common sense, you should not have a loaded gun at a skeet or trap range, unless you are about to shoot. That way, you will not step off the pad with a loaded gun.
