Is the factory 10/22 magazine any more (or less) prone to magazine-spring weakening if left loaded for prolonged periods? Does the number of cartridges left loaded in matter?

I have had 3 Ruger mags stop working due to weak spring... and I don't leave them loaded. just from normal use... maybe I shoot it a lot more then normal use lol.

Are you sure it is a weak spring and not just crud in the magazine?
I have cleaned and lubed (use a quality lock lube - less is more) Ruger 10/22 magazines that seemed to have a week spring and that brought them back to life.
Also the spring tension on a ruger 10/22 mag can be adjusted.
