Does anyone know a source for 9x18 double stack magazines for Makarov pistols?

Your only likely source is the EE. Baikal is a subsidiary of a company under sanctions so no one can import the real deal. If you found some in the US having them pinned would be an issue. Sorry I can't be more help, I went through the same thing a while ago.

IRG will pin magazines you find down south if you try to import through them. Probably your best bet.
