Manitoba?

Find the Manitoba Provincial Rifle Association and ask John C. He is a Queen's Medal winner living in Canada, and would probably relish the competition. Tell him the out-of-province SPRA ex president sent you.
 
I got an email from John at the MPRA. They don't run service condition matches in Manitoba. They do allow you to shoot black rifles alongside target rifles but they're shooting at 300 and 500yd range at standard targets not fig 11/12. The only match that has a service rifle catagory is the Sierra Challenge and once again thats using standard metric targets.
 
We currently have service rifle matches, without service conditions. Come on out to the Sierra 300M this spring and see how that thing shoots!
 
Longshot, we're looking towards it, just investigating our options for facilities and interest.

Categories are:

F-Class
Service Rifle (Your M-14)
Service Rifle Open (Your M-14 raced up with a scope)
Target Rifle

Cost is $10 per person (if we don't hire markers)
Cost is $15 per person (if we hire markers)
*Markers will raise and lower your targets from the butts and perform scoring.

Prizes will be Sierra Bullets and cash prizes.

Round count is 2 strings of 15 shots with unlimited sighters on a metric target.
