Marlin XT-22 not ejecting

Hello, trying to help a friend sort out their XT-22 (detachable mag version). The gun shoots great but the spent casings do not eject. They extract fine from the chamber but that's it. The extractor holds the rim very tightly, you can't shake it loose and have to really wiggle it to get it free. Not sure if this is an extractor or ejector issue. Tried Mini-mags and Velocitors, no difference. Does the same thing with or without a magazine in the rifle. Some pictures attached below. Any ideas CGN? Thanks!

Can’t tell in picture but is it possible that the ejector and extractor where installed in the in-correct slots.

Aka on my savages. The extractor is on the right and ejector on the left if memory serves me right.
