Mauser Actions Defaced By Bubba

I have two Mauser actions one German K98 marked "ar" over a 4 the other number is missing. Some one tried to remove the barrel by pipe wrench and left some nasty marks on the receiver.

The other one is FN manufactured but has the top wood from barrel band to receiver. The receiver has pitting and some Bubba tried to grind the crest and pitting off the gun over the chamber. There wasn't much talent in the job, they aren't much good as collector items but might be good candidates for sporters.
Is there any way to smooth out the outside of the actions around the receiver rings to make them look presentable? Or anyone that can do it for a reasonable fee?

depending how deep the marks are, but you can start out with a coarse grit aluminum oxide , 80 to 100, add a lot of elbow grease and finish with a felt and muslin wheels and 500 grit metal polish.
 
After seeing one that he did for himself, I had Bevan King grind the receiver ring of a badly pitted '98 down to small ring contour. He used a tool post grinder on the lathe and after polishing the job looked like it was original.

Just be careful, remember most Mauser actions were only case hardened for strength
