That is a mystery. With the absense of any factory proofs or other markings on the stock I suspect the wood at least could be of recent production from some source. Notice the "fit". Just my opinion. You could be right in that it was one that just never made it to market. Very nice anyway.
Professional toe repair on the stock. Kind of funky with the maple piece on the walnut stock. Indeed it is a really nice rifle if lacking in cresting and other national identifiers.
Looks to have been hot-reblued I suspect. There are or were some out-fits in that used to advertise "mint, new Mauser's" in the U.S. in the past. Maybe one of those?
Stock does look kind of new to be an FN made stock. Mitchell does sell the M24/47 with a blond stock though. Mind you, the picture on their site shows a "cleaning rod" where your's has the slot under the bayonet lug.

Unlikely to be a Mitchell Mauser Tanker. Those are new guns made by Zastava. The Zastava guns all come with Beech stocks - this looks like french walnut.
