Maxed elevation

Hello everyone,

I am fairly new to mounting scopes and recently experienced a problem with maxing out my elevation. My rifle is a Remington 750 semi-auto carbine 18.5 inches, Zeiss Conquest 3-9-40 scope with leupold QRW rings and weaver top mount one piece base (Model 48093). I went to the range the other day and found even with maxing out elevation, while aiming for the top of the target paper, I was hitting the bottom of the paper. This was at 25 yards. Obviously something is wrong. The shorter barrel is probably the reason for thsi issue. My question to anyone who may be able to help out with some advice is how do I fix this issue? Are my only options to shim or find an elevated base? Any suggestion would be much appreciated.

i know this sounds silly, but are you SURE you dialed the scope in the right direction? being that low at 25yds somthing is seriously out of line..

put the rifle on somthing very sturdy, look threw the scope and get a good aiming point. now with out moviing the rifle when you dial "up" the x hairs should move down, and when you dial down, the x hairs should move up...
 
Is the front scope bell clearing the barrel? I know this sounds weird but one fellow at the range years ago ran out of adjustment because the front of his scope was hitting the barrel not allowing it to to go down far enough to sight in the rifle.
 
Can the base be put on backwards??

OR is the receiver perfectly flat on those models?

Also, remember the Zeiss usually turn the opposite of what scopes normally do for adjustment.
