I have just gotten into reloading. I got myself a rockchucker kit. I am having a problem with my powder flowing out of the measure. Sometimes it comes out fine but others it gets hung up inside. Any ideas on why its doing this? I'm using RL 19 and I thought maybe its the powder.

Did you disassemble the measure and clean off all the rust preventative? If not you will have to do this as the oily residue will contaminate your powder. I am not familiar with RL19 powder, but if it is a stick or protruded powder you will likely have some issues.
its the powder. Its a "stick" and sometimes the pieces need to be broken as the powder measure rotates. This is the resistance you are feeling. Dont worry about it, its normal.
You do have a powder trickler too right? this will insure you have the right amount of powder in each charge.
