Members List/Searching User Names?

I figured this would be the best place for this question.
I was trying to use the advanced search to find a buddy of mine's user name on here so I can add him to my contact list.
His name came up in auto complete when typing it into the box.
I entered it and no results.
I was reading the site rules & FAQ and it says that the members list and user name search have been deactivated.
Is this the current case?
And if so how the hell are you supposed to find people's user names to add them to your friends/contacts?

Tell your "friend" your CGN username and ask your "friend" to send you a private message.

Once he does that you'll have his correct username.

If you don't know him in RL, he isn't your friend.
