That is a good document, it shows a lot of the issue is the ammo. I suspect the reason for the 1917 date is because the 4th division was armed with Rosses and they were then switched to Lee Enfields in France before being sent to the front.
It is also interesting the suggestion that the Canadians possibly adopt the American made Enfields (i.e. the P14) as a alternative to the Ross.
