Head stamp is IVI 89 C67

I am assuming it is Canadian military. Maybe a blank of some kind?

It looks like it is made from a 50 cal case before the final die that gives taper and bottleneck.

Rimless 0.80" at the base 3.80" long

C67 goes into an artillery shell casing, used for saluting.

Newbie here but I can maybe help,,, I was a artillery gunner in the 80's, the primers used resembled more of a .308 cassing and were placed directly in the breech block. I spent two years ammo driver and do not recall seeing this at all, my guess is something to do with the navy,, maybe for propelliing a cord on another ship ????

Yes. The C67 is the the .50 calibre blank that is used in a modified 12 pounder casing in the 12 Pounder 8 CWT Gun. I think is is mainly the Sea Cadets that use that saluting gun.

Here is a link to the Cadet drill manual for the gun which lists is particulars.

Into a field gun. Ceremony of the Flags is an example.

Ahh. Tootall Beat me.

It's an interesting display, with blank volleys of the Lee Enfield No.4, as well.
