Milspec and Commercial Spec Stock Tubes

Tried doing a search, but couldnt find any answers.

How do you tell the difference between a Milspec stock tube and a Commercial Spec tube?

This seems like it is really advantagous to know this when pruchasing a new buttstock.

It's easy to tell by looking at the threads. If the outer diameter of the tube is the same thickness as the treads then it's commercial. If the tube is smaller in diameter than the threads then it's mil-spec. You can see what I mean by looking at the excellent pic above.
 
Why would the milspec tube be smaller then the threads? That makes it seem weaker in my mind.
I know there must be a good reason, anyone know it?

This is a bit of an edge case, but according to the literature that comes with the Magpul CTR stocks, there is mention made of a rare milspec tube that does have the slant.

If you happen to have one of these and want to use the CTR on it, they note that you need to procure a specific model of one of their rubber butt pads that has to be used on this unique tube to have the stock collapse properly.

I have never seen one for myself, but it probably deserves a mention here as well.

Just last night I ran into a commercial tube that didn't have the slant on the end. Guy was putting a CTR on and it wouldn't lock in the position closest to the receiver. We ended up changing the tube.

I would guess it is because the threads are rolled and not cut.
