A related issue is the accuracy potential of military surplus ammo itself. I think the best of it is no better than 2 MOA capable. Quality handloads will always bring out the best accuracy as you can drill down and select the best components as well as achieving consistency in case weight, case preparation, charge weights and other variables.

I was always somewhat biased against the Mosin-Nagant (the "Ugly Betty" of MILSURPs) until I started handloading for a M27 Finn Mosin with a Tikka barrel. It turned out that it shoots .308 bullets very well and is near the top of my MILSURPs for accuracy.
 
The 2" group I posted is a little larger than average fired off two bags. I am kind of cheap so I don't shoot too many 174 Sierras since they are running at $56 per hundred plus tax.

I got into the Mosin shooting backwards. I wanted to shoot in the wintertime with messing around too much with scopes etc. My precision guns (Savages) shoot about 1" off folding bipods and considerably less off bags. I figured I would get something cheap to shoot so I chose a Mosin. One thing leads to another and now I am shooting with a scope and ammunition that is 30% more expensive than 0.308.

Mosins are nice rifles - at least one goes with me to the range every time, winter and summer.
 
Post another effort with my 1944 PU. Top row; Bulgarian 148; 195 g HPBT (0.308); 174 g HPBT. Second row; 150 FNJ-BT (0.308); 174g HPBT; 174 g HPBT.

I've shot 195 g Hornady HPBT before and they are pretty good in Mosins even though they are 0.308. Unfortunately they aren't a whole lot cheaper than the 174 HPBT Sierras (0.311) and they aren't all that easy to find either.
The 150 g FMJ-BT Hornadys are the same as the 55 g 0.223; not worth the powder to push them.

Next time I will try some 168 g 0.308s. These are quite a bit cheaper than 0.311s and are the most readily available weight and caliber.
